It seems that the High Court have turned down a government appeal and repeated that regional governments can decide on matters concerning tourism.

The effect of this is a raft of regional measures about Airbnb style rentals.

Last year Tuscany introduced legislation which allowed the region to limit the amount of holiday lets in a certain area.

This year Emilia Romagna has decided that it wants to introduce a destination of urban use specifically for holiday homes.   It would be at communal level, and designed to limit the amount of short term lets, also by not allowing the splitting of larger buildings into smaller apartments and other rules as regards construction.

Puglia has a law in the offing which will introduce a CIA (inizio attività) for holiday lettings, which should strengthen controls and transparency, and the mayor of Rome is also thinking of legislation.

Sicily will no doubt invent something in the near future.
